The Scientific Instrument Research Association Ltd. (SIRA), was an independent company formed from an association of British engineering companies. It designed test equipment and provided test and calibaration services. It was founded in 1918 but went into volantary liqidation in 2006.
The text of the presentation has been lost but SIRA's summary of the presentation is as follows. At the time I was the flow metering/custody tranfer specailist at SIPM (Shell International in the Hague), the ultimate 'backstop' on these subjects, for all Shell companies worldwide.
